Immigration Levels Plan

According to the multi-year Immigration Levels Plan, Canada will welcome 310,000 new permanent residents in 2018, 330,000 in 2019 and 340,000 in 2020.

Economic Immigration Category

In the economic immigration category, there are six categories of programs with the total target of 177,500 in 2018, 191,600 in 2019 and 195,800 in 2020.

  • The Federal High Skilled (Includes Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class) has a target of 74,900 in 2018, 81,400 in 2019 and 85,800 in 2020.
  • Atlantic Immigration Pilot Program – has a target of 1,000 in 2018, 2,000 in 2019 and 4,000 in 2020.
  • Caregivers (Includes admissions in the Caring for Children Class and the Caring for People with High Medical Needs Class) have a target of 17,000 in 2018, 14,000 in 2019 and 5,000 in 2020.
  • Federal Business (the Start-Up Visa Program and the Self-Employed Program) has a target of 700 in 2018, 700 in 2019 and 700 in 2020.
  • Provincial Nominee Program has a target of 55,000 in 2018, 61,000 in 2019 and 67,800 in 2020.
  • Quebec Skilled Workers and Business have a target of 28,900 in 2018, 32,500 in 2019 and 32,500 in 2020.

Family Immigration Category

In the family immigration category, there are two categories of programs with the total target of 86,000 in 2018, 88,500 in 2019 and 91,000 in 2020.

  • Spouses, Partners, and Children – has a target of 66,000 in 2018, 68,000 in 2019 and 70,000 in 2020.
  • Parents and Grandparents – has a target of 20,000 in 2018, 20,500 in 2019 and 21,000 in 2020.

Refugees and Protected Persons Immigration Category

In the Refugees and Protected Persons immigration category, there are four categories of programs with the total target of 43,000 in 2018, 45,650 in 2019 and 48,700 in 2020.

  • Protected Persons in Canada & Dependents Abroad – has a target of 16,000 in 2018, 16,500 in 2019 and 17,000 in 2020.
  • Resettled Refugees – Government Assisted – has a target of 7,500 in 2018, 8,500 in 2019 and 10,000 in 2020.
  • Resettled Refugees – Blended Visa Office Referred – has a target of 1,500 in 2018, 1,650 in 2019 and 1,700 in 2020.
  • Resettled Refugees – Privately Sponsored – has a target of 18,000 in 2018, 19,000 in 2019 and 20,000 in 2020.

Humanitarian and Other Immigration Category

For the Humanitarian and Other immigration category, there is the total target of 3,500 in 2018, 4,250 in 2019 and 4,500 in 2020.
